Chevron is responsible for many of the millions of unplugged oil and gas wells in our communities. These so-called ‘zombie wells,’ are leaking methane at a dangerously high rate, spewing harmful toxic chemicals that threaten wildlife, people, and our environment. Big oil routinely employs various schemes to avoid the expensive costs of cleaning up their oil and gas wells. Innocent taxpayers, like you and me, end up having to pay for their mess.

Dear Mike Wirth,

I urge you to deliver on your promise that Chevron’s development of oil and gas is always done safely and responsibly. Your company pledged to eliminate methane leaks and has supported the Global Methane Pledge. But despite your pledges and public commitments, idle and low-producing oil and gas wells now pose serious health, economic, and environmental threats across the country.
 
Your company has participated in an industry practice of undervaluing the liabilities associated with retiring and cleaning up wells and pipelines, and selling off low-producing wells to under-capitalized operators that idle the wells or go bankrupt to avoid the clean-up costs. These tactics have created millions of 'orphan wells' and 'zombie wells' that now threaten surrounding communities and our planet’s climate.
 
I call on you to take the following concrete steps to prevent and clean up orphan and zombie wells:
 
•              Support policies, like California's AB 1167, that impose bonding requirements equal to the full cost of plugging and abandoning wells.
•              Refrain from lobbying against any such policies, or to financially support organizations that lobby against such policies.
•              Properly account for the full costs of decommissioning oil and gas infrastructure and immediately set aside money sufficient to cover those full costs.
•              Robustly monitor plugged wells in your possession and swiftly remediate any wells that begin to leak.
•              Commit to fund the proper plugging and abandoning of all orphan wells that were formerly in your company’s possession. The oil and gas industry, not the taxpayer, must be responsible for such clean-up. 
 
Committing to these principles -- and abiding by them -- is the bare minimum a company must do to protect community members, taxpayers, and our environment.
